Description

This PFI Concession Agreement was awarded in July 1999 for the provision of a Land Registry Solution for Northern Ireland. It was originally awarded for a period of 17 years (2 years for system development and 15 years for service delivery). However due to delays in the development phase, the agreement was extended during the initial stage of the contract for a further 3 years. The original PFI expired in July 2019 and was modified to include an extension of 2 years (until July 2021). This further modification will extend the agreement until July 2026.

Legal Justification

The IPR of the system is owned by the incumbent contractor and there are technical reasons relating to the bespoke and complex nature of the solution which would lead to substantial duplication of costs and unacceptable technical risks which would not allow for the service to be transferred to another supplier.
