Description

ESPO is seeking to establish a framework agreement with suppliers for the provision of parking management solutions including Pay and Display, Pay on Foot, Cashless Parking, and Civil Enforcement Solutions. The key aim of the framework will be to promote efficiencies and achieve value for money.

Lot Division

1 Pay and Display Solutions

This lot is for the supply, installation, and maintenance of Pay and Display ticket machines and associated services. Additional information: The final lot structure is to be defined following further customer and market engagement.

2 Pay on Foot Solutions

This lot is for the supply, installation, and maintenance of a range of Pay on Foot hardware, software and associated services. Additional information: The final lot structure is to be defined following further customer and market engagement.

3 Cashless Parking Solutions

This lot is for the supply, installation, and maintenance of cashless parking solutions and associated products and services including integration with other parking related software. Additional information: The final lot structure is to be defined following further customer and market engagement.

4 Civil Enforcement Solutions

This lot is for hardware, software solutions, and associated services to assist Local Authorities to manage their enforcement under the Road Traffic Act 1991 (RTA) / Traffic Management Act 2004 (TMA) and other similar legislation. ESPO has established a commercial trading company, ESPO Trading Limited, whose target clients are third sector organisations such as national and local charities, public sector mutual organisations and other organisations involved in the delivery of services to or for the public sector. The successful Supplier may be asked to enter into an additional separate framework agreement (the Second Framework) with ESPO Trading Limited on materially similar terms to that found in the tender pack to be entered into by ESPO itself. Any Second Framework agreement will be a purely commercial agreement and will, for the avoidance of doubt, not be governed by the Public Contract Regulations 2015 or other public procurement legislation. ESPO Trading Limited may enter into the second framework agreement with the successful supplier and make it available to third sector clients who themselves are not required to follow the Public Contracts Regulations 2015 or other public procurement legislation.
