Description
The Digital Document Solutions (DDS) Framework Agreement provides a service led approach to digital document procurement to support in effective, digitally enabled care. The DDS Framework Agreement allows for both innovation of products within the lifetime of the framework and a comprehensive direct award mechanism for all framework suppliers, whilst facilitating growth corresponding to the increased demand for digital enablement across both the NHS and social care. This approach directly supports the vision of the NHS Long Term Plan.
Total Quantity or Scope
he scope of this framework agreement includes but is not limited to all digital documentsolutions plus any associated hardware or software.This can be summarised as follows:Internal Print, External Print, Digital Mail Room, Scanning, Document Storage , ElectronicDocument Record Management Solutions (EDRMS), Digital Dictation, Workflow Processes,Contract Centre.The framework agreement will allow for further competition and directaward to all awarded suppliers. In order to facilitate direct award, this framework will requirethe submission of national list pricing that will be published in a catalogue to all potentialDrawdown authorities in full and unrestricted.

Legal Justification
In accordance with the variation procedure set out in Schedule 7 – Framework Agreement Variation Procedure of the DDS Framework Agreement and in accordance with Regulation 33 of the Public Contract Regulations 2015 (PCR 2015), the Authority shall be extending the term of the DDS Framework Agreement by twelve (12) months due to certain exceptional circumstances. These include, but are not limited to, the fact that the subject matter of the DDS Framework Agreement allows for the provision of complex digital IT systems for the integrated health economy and that there are outstanding Call-Offs to the DDS Framework Agreement which are currently being market tested that would result in considerable extra expense and delay to all parties involved if such call offs were postponed or cancelled and then re-tendered due to the expiry of the DDS Framework Agreement.Furthermore, the Authority is issuing this VEAT under PCR 2015 due to the delay of the Procurement Act 2023 (PA 2023). The Authority had prepared to release the Tender to replace the current iteration of the DDS Framework Agreement in October 2024 as an Open Framework under Section 49 of PA 2023. This is still the intention of the Authority, however, as the legislation is due to come into place in February 2025, this shortens the Tender period for the Authority significantly. Conclusively, extending the current term by twelve (12) months provides contingency to the Authority and its Customers that utilises the provisions and remit of the DDS Framework, whilst providing a suitable timeframe for the Authority to navigate the new route to market of an Open Framework.
