Legal Justification

Since March 2020 the Covid-19 pandemic has required ITC stakeholders to focus their efforts on a shift to digital resource provision in support of new teaching practices. These challenges continued though 2021. The closure of member institutions has affected the ability of the institutions to agree the terms of any new agreement or to re-procure. The modification does not alter the overall nature of the contract, the overall nature of the contract is unaltered, lots, economic operators and subject matter of the contracts. Any increase in price does not exceed 50 % of the value of the original contract or framework agreement.
